If you happen to have a piece of 1/2" tubing you want to bend then you should not order a bender advertised as capable of bending 1/2" tubing.
The folks who make benders are referring to the outside diameter of the tubing, but the folks who make tubing go by the inside diameter of the tubing.
If you have 3/8" tubing to bend, then the 1/2" bender is the right one, but if you have 1/2" tubing, you will need a 5/8" bender (and good luck finding that item except in the very expensive pro kits).
